HOW TO APPLY FOR AN IDENTIFICATION NUMBER REMOTELY
There is no need to deny that a PESEL number is compulsory, it is better to just get one, thereby closing this issue and stop worrying for nothing.
The PESEL number consists of 11 digits and is assigned to Polish residents to identify individuals, while the NIP number consists of 10 digits and is used to keep records of entrepreneurs and other taxpayers.
We would like to remind you that issuance of NIP number is not obligatory for foreigners,
- who already have a PESEL number,
- who do not carry out business activities
- who do not pay VAT (VAT) or social contributions to the budget for their employees in ZUS.
Often foreigners do not have the opportunity to make a PESEL number in person, for example, if they are not in Poland at the moment, or if they do not have enough time to visit the state authorities, or if they are not allowed to leave work on weekdays, etc. In such a case, there are several possibilities of issuing an identification number remotely.
Below we will describe three ways to obtain a PESEL and NIP number without visiting the žędzie dzielnica, žędzie gmina or žędzie skarbowej (in the case of NIP).
WHAT DO I NEED TO GET A PESEL NUMBER REMOTELY?
Method 1: Sending documents by mail
- To apply for a PESEL number, you need to prepare a set of documents containing a correctly completed application form, a copy of the passport (meaning the foreigner's passport, travel document) with a valid visa (or residence card) and a copy of the rental agreement. The copy of the passport must be notarized.
You can download the form from the Internet and fill it out at home. Please note that you may be denied a PESEL number if the application form is filled out with errors.
Then you send the prepared package of documents to the office of the local authority or to the municipality office in your place of residence (or to your employer, if you do not have a registered address).
We would also like to remind you that if you want to obtain a PESEL number without a residence permit, then instead of the rental agreement and the application form, you will add to the documents a separate application for the assignment of a PESEL number. This application must specify the legal grounds for obtaining the identification number.
For example, if you have been obliged to provide this number by any state authority. This can be the tax office, ZUS, and sometimes even the police, if you have been issued a fine and you can pay it only if you have a PESEL. And the documentary proof of this must also be attached to the other documents.
A response to your request will also be mailed to you.
- To apply for a NIP number, you collect a package of documents consisting of a completed NIP-7 form, a copy of your passport with a valid visa (or a residence card) and a copy of your work contract.
You send this package of documents to your local Urząd Skarbowy and wait for a reply.
Method 2: Issue a PESEL or NIP number with the help of a trusted person

- To apply for a PESEL number, you will need to provide your authorized person with a notarized power of attorney and a copy of your passport with a valid visa, a copy of your residence card on both sides (if you have one) and a copy of your rental agreement (if you have one). And that's it, you are waiting for the result.
In case you apply for PESEL through a proxy, you will have to pay a stamp duty of 17 PLN. It can be paid locally, at the administration office (usually done by the person performing the proxy representation on your behalf).
- For the NIP number, you provide the authorized representative with a notarized power of attorney and a copy of your passport with a valid visa, as well as a copy of your work contract. That's it, you just have to wait for the result.
Method 3. Issuing a PESEL or NIP number online
- You can only apply for a PESEL number online through your ePUAP profile if you are a citizen of the European Union or a family member of an EU citizen. For such foreigners, it is possible to apply online not only for a PESEL but also for a residence permit.
- To apply for a NIP number online, you will need to register on the CEIDG platform. This is an electronic portal managed by the Polish Ministry of Economy. It contains a list of all entrepreneurs registered in Poland, as well as up-to-date support information for doing business, filling out and submitting reports for entrepreneurs.
Any natural person who starts a business activity to be entered into CEIDG makes an application for identification. It is the basis for assigning the NIP number in the application for registration of a sole proprietorship. This declaration will be automatically sent to the tax office together with the application for starting a business activity.
Important! If you do not plan to engage in entrepreneurial activity, but for some reason you need to apply for a NIP, then in this case you must fill in the NIP-7 form in paper form and submit it yourself (you can also submit it by mail or through a trusted person, but you must submit the paper version of the application).
